A billboard can look perfectly readable while it fills your design monitor. Review it at a smaller size: the useful question is whether the intended first message still looks first once the artwork is reduced inside its booked shape and surrounded by competing forms.

That is the useful version of a billboard “glance test.” It is not a three-second certification, an eye-tracking study, or a promise that drivers will notice and remember the ad. It is a controlled design check: what remains visually dominant, what becomes secondary texture, and what information did the redesign deliberately sacrifice?

The original examples below use one fictional advertiser, Example Coffee. Every source board is 2400×700 pixels. We show it at three controlled screen widths—960, 480, and 240 pixels—inside the same 1200×720 display area. Those sizes are not assigned to feet, lanes, speed, or a real viewing distance. The untimed panels reveal hierarchy decisions without pretending to reproduce roadside vision.

What This Glance Test Can—and Cannot—Tell You

A useful review separates three questions that are often collapsed into one:

  1. Legibility: Can a letter or word be distinguished under the chosen rendering conditions?
  2. Hierarchy: Does the layout make the intended first, second, and third reads visually unequal?
  3. Viewing opportunity: Is the face visible long enough, at a useful angle and size, for any of that hierarchy to matter?

A screen-scale panel can help with the first two. It cannot establish the third: screen size is not a physical roadside angle, and the panel does not measure attention, comprehension, recall, or sales.

Federal Highway Administration research reports separate sign-detection and legibility procedures; neither becomes a billboard-effectiveness rule (FHWA, 2013; FHWA, 2015). A glance check is diagnostic: it tells you where to inspect, not what every passerby will do.

For each panel, ask four questions in order:

  • What appears to be the first read?
  • What appears to be the second read?
  • Which elements become too small or too equal to carry their assigned job?
  • If information was removed, was that loss acceptable for this brief?

The last question matters because a shorter billboard is not better when it removes the service, direction, or identity the placement was meant to communicate.

Start With the Booked Face, Not a Universal Template

Before changing copy, obtain the exact production specification and approval rules for the unit. Operator pages show why “billboard size” is not one reusable Photoshop file.

Even two wide boards can require a design decision before any copy is touched. Suppose your source is 2400×700 and the target is 920×260. Their aspect ratios are not identical. Three common exports produce different consequences:

These numbers do not predict readability. They expose a geometry problem that a generic format label can hide; the solution depends on the exact face and accepted file.

Billboard Example 1: Keep the Copy, Change the Hierarchy

The first comparison isolates hierarchy. Designs A and B contain the same 11 visible word units:

In A, seven text blocks share similar scale. In B, product and direction become the first two reads, the brand becomes a supporting read, and the remaining details are demoted.

The source-layout cap heights make the trade explicit. A uses roughly 70 source pixels for all text. B uses about 140 for “Fresh coffee,” 110 for “Next exit,” 75 for the brand, and 55 for the details. At one-tenth scale—when the board is 240 pixels wide—those nominal cap heights become approximately 7, 14, 11, 7.5, and 5.5 screen pixels.

That is not a universal threshold; it shows where the layout spends area. In the smallest panel, B still presents a conspicuous product line and direction, while its hours, range, service, and URL become very small. A preserves equality but leaves the reader to decide which block matters first.

The practical lesson is not “make everything bold.” Laboratory work on glance-based text suggests that text size, line spacing, font weight, and rendering interact. In one study of 30 analyzed participants, wider leading helped but did not fully compensate for smaller text; a separate two-phase study found that the effect of font weight changed with the rendering system (Dobres et al., 2018; Dobres, Reimer, and Chahine, 2016). Those were controlled interface-text experiments, not roadside billboard tests. Their value here is narrower: type size cannot be rescued by one magic spacing or weight rule. Inspect the actual export.

Before deleting anything, make a same-copy alternative like B. It reveals whether the real problem is information volume or merely undifferentiated priority.

Billboard Example 2: Delete Information Deliberately

Design C moves from 11 word units to six:

Fresh coffee · Next exit · Example Coffee

The reduction gives the core task more area, but it also removes four functions: opening time, product range, service mode, and response path. That is a strategic decision.

Shorter copy creates space by discarding information. The right version is appropriate only when product, identity, and direction are the complete task.

Use a deletion record instead of crossing out whatever looks small:

This is why a seven-word rule cannot choose the design for you. On Blip, seven words is currently part of the platform’s design standard. On another face, ten words may pass the operator’s advice. In either case, the message inventory still has to match the job.

A good creative review therefore records two things beside every deletion: the information lost and the condition that would justify restoring it. Without that record, “simplification” can become an unexamined loss of value.

Billboard Example 3: An Image-Led Layout Pays With Type Area

Designs C and D use the same six words. D enlarges the illustrated cup from a 320×360 source box to 520×585. Each dimension is 1.625 times larger, so the image box occupies 2.640625 times the area. The product becomes a much stronger visual object—but the direction line’s source cap height falls from about 150 pixels to 100.

The image–type trade-off is measurable even when attention is not. D gives the cup 2.64× the box area; it does not prove 2.64× more attention.

This comparison prevents a common review failure: approving the larger product because it “pops” without naming what paid for it. D may be the better choice when the product silhouette is distinctive, the category is already obvious, and brand recognition is carried visually. C may be better when the directional message must remain unmistakably dominant.

The wrong question is “Should billboards use a big image?” The useful questions are:

  • Does the image perform a message job, or is it decoration?
  • Is that object still recognizable in the smallest planned presentation?
  • Which line of type becomes smaller when the image grows?
  • Is the sacrifice consistent with the placement brief?

There is no universally correct image percentage. There is only a finite board area and a hierarchy you can account for.

What Real Billboard Examples Reveal That a Clean Mockup Hides

Synthetic comparisons let us hold variables constant. Real campaigns add something equally important: the installed face is not the same visual object as a clean rectangle on a portfolio page.

McDonald’s “Follow the Arches”: one graphic does two jobs

Cossette’s 2018 Toronto campaign used cropped portions of McDonald’s Golden Arches to direct people to nearby restaurants. The agency’s announcement describes three static billboards and one digital board (Cossette, February 13, 2018). Public archives show flat “Next Exit,” “On Your Right,” and “On Your Left” designs, plus installation photographs of “Next Exit,” “On Your Right,” and “Just Missed Us.” The first two messages can be compared across both sets (Communication Arts; Advertising & Design Club of Canada).

The visible hierarchy is radical: two or three words, a large yellow arch fragment, no product photograph, and no separately typeset brand name. The arch is not merely a large logo; its crop and orientation perform the directional idea. One element carries brand and instruction.

That economy is worth studying; copying the surface treatment is not. A less familiar advertiser that deletes its name and shows an ambiguous fragment would lose identity. The matched photos also reveal different proportions, oblique views, structures, buildings, wires, and sky. They can confirm composition in context, but not approach angle, exposure, luminance, recognition, or effectiveness. The defensible observation is narrower: a familiar graphic performs more than one job in a very low-text design.

Denver Water: a small graphic mark can carry the meaning

Denver Water and Sukle’s 2026 drought campaign strikes through water-related words with an orange line—the visual absence is the idea. In “Pool Party,” for example, the line removes the water-bearing term while a smaller lockup says “Use only what you need” beside the Denver Water identity. Sukle explains the creative system in its June 16, 2026 campaign note, and Denver Water shows additional adaptations in its campaign article.

This is a useful counterexample to word-count-only analysis. The large headline is short, but the orange strike is not optional decoration. Remove it and the sentence no longer communicates missing water in the same way. The small explanatory and brand lockup also remains a separate reading layer.

The photograph exposes structure and surroundings absent from a clean artwork rectangle; it does not measure viewing opportunity or campaign effectiveness. The better review question is not only “How many words?” but “Which non-word element carries meaning, and will it remain essential when the design gets reduced?”

Spotify: longer copy can be deliberate, but the placement must earn it

Spotify’s 2016 year-end campaign is a boundary case. A Spotify-supplied red-and-cyan creative addresses the person who made a playlist called “One Night Stand With Jeb Bush Like He’s a Bond Girl in a European Casino,” alongside a door-hanger illustration and year-end signoff. The campaign was reported on November 29, 2016, with Spotify-supplied images (Business Insider).

The lengthy, specific playlist reference makes a second layer of reading part of the joke. Pedestrian dwell, stopped traffic, repeated exposure, or an optional second read may support more copy, but the supplied creative measures none of those conditions. Long copy is defensible only when the media plan accepts partial reading and provides a plausible opportunity for the extra layer. “A famous brand did it” is not evidence.

Diagnose the Problem in Three Places

When a billboard feels weak at reduced scale, identify where the interference originates before prescribing a fix.

  1. Behind the letters: A photograph or texture varies locally under the type. A scrim, quieter crop, or local contrast change may help without deleting copy. Controlled studies of text over complex images support the idea that local background treatment can matter, but their exact blur, shadow, or opacity settings are not universal billboard recipes (Sawyer et al., 2020).
  2. Inside the board: Too many blocks share the same visual weight, or the main image and main line compete. The A–D comparisons address this problem through hierarchy, deletion, and area allocation.
  3. Outside the board: Approach angle, obstruction, neighboring signs, structure, lighting, or the board’s apparent size reduces the opportunity. Fewer words may not repair a poor angle or a blocked face.

The next comparison changes only the synthetic surround. For every clean/clutter pair in the asset set, the board crop is pixel-identical and remains in the same bounding box; only the forms outside it change.

Hold the board constant when testing context. This isolates an editorial surround comparison; the invented clutter is not a model of a real street or a measurement of distraction.

The cluttered panel does not tell us how many people would miss the billboard. It makes a simpler point visible: a design can remain unchanged while the overall visual field changes substantially. If the problem is outside the face, the next action may be to inspect the booked unit, request approach photographs, or change the placement—not to keep shrinking the message until nothing useful remains.

Seven Words and Three Seconds Are Not Laws

Familiar numbers mix three different categories:

  • Approval rules. Blip’s seven-word maximum is a current requirement on its platform.
  • Operator heuristics. Lamar recommends about seven words and a four-to-five-second read; Robinson advises roughly ten words or fewer. These are practical creative guidelines, not equivalent experiments.
  • Inventory timing. Lamar lists six-to-ten-second rotations for programmatic billboards depending on location. A slot duration is not the same as one person’s usable view.

The often-cited 1993 outdoor-recall study by Donthu, Cherian, and Bhargava does not establish a seven-word threshold. It interviewed 142 commuters about ten installed advertisements. For analysis, three ads with fewer than five prominent words were placed in a “few words” group and five with more than ten in a “many words” group; seven- and eight-word ads were assigned pragmatically to opposite groups. That design can support a comparison within that sample, but not a universal cutoff at seven (“Factors Influencing Recall of Outdoor Advertising,” May–June 1993).

Timing deserves the same care. Imagine, only for illustration, that a face is unobstructed for 400 feet and the vehicle travels at 55 mph. At 80.67 feet per second, the geometric opportunity is about 4.96 seconds. An eight-second creative slot running from second 3 to second 11 overlaps that window by only 1.96 seconds. The same slot running from second 5 to second 13 has zero overlap. The arithmetic does not estimate attention; it shows why “the ad plays for eight seconds” cannot be substituted for “the viewer has eight seconds.”

Minimum letter-height claims also need a unit. A pixel recommendation on an operator’s design page is not a physical inch standard, and a physical height rule is incomplete without distance, angle, illumination, font, rendering, and display conditions. OUTFRONT’s current creative guidance treats seven words, focal hierarchy, and a 72-pixel benchmark as design references; it does not turn 72 pixels into a universal roadside minimum.

Use numerical rules as guardrails in the context that issued them. Use the glance check to expose what the design is doing. Neither should be presented as proof of what every driver notices.

How to Run the Glance Check on Your Own Billboard

Use this sequence before the final operator upload:

  1. Lock the unit. Record the face ID, physical format, pixel matrix, color mode, file type, safe area, content restrictions, slot behavior, and deadline.
  2. Inventory the message. List every visible text block, logo, product, direction cue, offer, legal line, and response path. Assign each one a job.
  3. Rank the jobs. Choose the intended first, second, and third reads. “Everything is important” is a refusal to design the hierarchy.
  4. Make a same-copy alternative. Change scale, weight, spacing, position, and grouping without deleting information. This separates hierarchy from information volume.
  5. Create a deletion record. For every removed item, write the information lost and the condition that would require it to return.
  6. Render controlled screen panels. Hold the source, interpolation, display area, and board coordinates constant. Label pixels; do not translate arbitrary resizing into feet or seconds.
  7. Change one context variable at a time. Keep board pixels identical across surrounds and panel geometry identical across copy versions, so the comparison has a clear cause.
  8. Inspect the final-size exports. Note what appears first, becomes secondary, or is no longer distinguishable. Record disagreement instead of manufacturing a score.
  9. Return to the placement. Review approach photos, likely angles, obstructions, brightness conditions, and whether the audience is moving, waiting, or walking. A screen check cannot replace this step.
  10. Submit the compliant file. Recheck current rules. Strong creative can still fail for wrong pixels, color mode, code, fine print, or advertiser identification.

A billboard does not need every fact the advertiser knows. It needs the right hierarchy for one placement. The best redesign is not necessarily the version with the fewest words, the largest photograph, or the boldest type. It is the version that makes the first message unmistakably first, preserves the information the brief needs, and acknowledges the environment the artwork cannot show.
